SUMMARY:Defending the knowledge commons: policies for a resilient Wikimedia
DESCRIPTION:Digital sovereignty has risen to the top of policy debates in Europe\, and around the world. There is growing interest in Digital Commons as a pathway to sovereignty that centres public value and participation. In this context\, calls for sustained public funding of critical digital infrastructure have gained real traction — yet the conversation has largely focused on open source software. \n\n\n\nYet Digital Commons are a much broader concept\, and Wikipedia stands as a paradigmatic example of foundational knowledge infrastructure that is collectively produced and stewarded. At the same time\, it faces mounting pressures: Generative AI has intensified questions of sustainable appropriation; coordinated\, well-resourced threats to information integrity are growing in scale and sophistication; and long-standing questions of representation remain unresolved: whose knowledge is reflected in Wikipedia\, and whose is absent? \n\n\n\nAt a moment when policymakers are mobilising around the resilience and reliability of essential digital infrastructure\, knowledge infrastructure such as Wikipedia also deserves focus. \n\n\n\nThis panel brings together voices from the Wikipedia community\, partners from civil society and policy experts to explore: How should Digital Commons like Wikipedia be positioned in the digital sovereignty conversation? How can the community engage strategically around questions of reliability\, equity\, and plurality. What kind of public policies could support Wikipedia and the broader knowledge commons?

In that role\, he led the agency through a period of significant change\, enabling BEREC to extend its focus from traditional telecoms regulation toward emerging challenges in the data economy\, artificial intelligence\, and the shift to from hardware-centric networks to cloud-based and software-defined systems.Prior to that\, he served at Hungary’s Permanent Representation to the EU and Hungary’s Ministry for Information and Communications and Ministry of Economy and Transport\, coordinating legislative implementation and EU regulatory alignment. He represented Hungary in the Council Working Parties on information society and telecommunications\, audiovisual media\, postal services and space policy.  Laszlo began his career in the private sector\, spending over a decade in telecommunications during the period of market liberalisation and mass digitalisation. \n\n\n\n \n\n\n\n\n\n\n\n\n\nGemma Carolillo\n\n\n\nEuropean Commission \n\n\n\n\n\n\n\n\n\n\nBio\nGemma is Deputy Head of the Future Internet Unit at the European Commission\, where she works on the Open Source policy and contributed to the Next Generation Internet (NGI) initiative\, as well as internet governance policies – including multistakeholder dialogue\, .eu top level domain name regulatory framework\, ICANN\, internet security\, resilience and openness. Previously\, she contributed to several policy priorities of the EU Digital Single Market\, in particular in the area of cybersecurity (policy and regulation). Gemma has an education background in business management\, field where she holds a PhD. \n\n\n\n\n\n\n\n\n\nZuzanna Warso\n\n\n\nOpen Future Foundation \n\n\n\n\n\n\n\n\n\n\nBio\nZuzanna is the Director of Research at OpenFuture Foundation. She has fiftenn years of experience with human rights research and advocacy. In her work\, she has focused on the intersection of science\, technology\, human rights and ethics. Zuzanna spent more than eight years with the Helsinki Foundation for Human Rights\, a prominent human rights non-governmental organization in Poland\, where she has gained experience in advocacy and policy work.  \n\n\n\nShe holds a Ph.D. in International Law and an M.A. in English Studies from the University of Warsaw. She has been involved in national and international interdisciplinary research and innovation projects\, exploring the ethics of new technologies and their impact on human rights and freedoms. Before joining Open Future\, Zuzanna researched the ethical and human rights challenges posed by new and emerging technologies. Since 2019 she has been acting as an independent expert to the European Commission\, where she is involved in the ethics monitoring of research and innovation projects.  \n\n\n\n\n\n\n\n\n\nDr. Giovanni Rimassa\n\n\n\nMartel Innovate \n\n\n\n\n\n\n\n\n\n\nBio\nDr. Giovanni Rimassa is Chief Innovation Officer at Martel\, supporting business development\, market positioning and commercialisation activities\, as well as leading initiatives around Artificial Intelligence and Computing Continuum. Giovanni holds a Ph.D. in Information Engineering (Università di Parma\, Italy)\, with a Thesis on Runtime Support for Distributed Multi-Agent Systems. DESCRIPTION:Since 1998\, the Free Software Days (JdLL) have been the annual gathering for those curious about and passionate about free and liberated digital technology. Originating from a day organised by Linux users at Lyon 1 University\, they now comprise a whole series of activities for all audiences\, eager to quench their thirst for discovery and sharing. At the end of 2023\, ALDIL officially launched the event and created its own association. \n\n\n\nOrganised with the support of ENS and AliENS\, in partnership with ALDIL\, Colibre\, Illyse\, LOV\, NetFreaks\, and volunteers from diverse backgrounds\, the JdLL is a meeting place for key players in the free software world: associations and companies involved in Free and Open Culture\, free software and GNU/Linux open systems communities\, and free software workshops/laboratories.

DESCRIPTION:The European Dialogue on Internet Governance (EuroDIG) is an open multi-stakeholder platform to exchange views about the Internet and how it is governed. First organised in 2008 by several organisations\, government representatives and experts\, it fosters dialogue and collaboration with the Internet community on public policy for the Internet – culminating in an annual conference that takes place in a different European city every year. EuroDIG ‘Messages’ are prepared and presented to the Internet Governance Forum (IGF). \n\n\n\nThe next EuroDIG will take place in May in Brussels. It will be hosted by EURid – the registry for the .eu domain name – and the event will mark 20 years of .eu\, celebrating two decades of the trusted digital identity. The exact date and the venue will be shared very soon. \n\n\n\nOver the past twenty years\, the .eu domain and its enabling Regulation have stood as a European success story – a symbol of openness\, security\, and cooperation in the digital sphere. On the other hand\, for the past 18 years\, EuroDIG developed into a European open multi-stakeholder platform to exchange views about the Internet and how it is governed. EURid’s hosting of EuroDIG 2026 in Brussels offers an opportunity to bring together the leading voices shaping Europe’s digital future\, and promote an inclusive multi-stakeholder governance model.

DESCRIPTION:As part of FOSDEM 2026\, which will take place on the 31 January & 1 February 2026\, we will be organising a devroom on Open Source & EU Policy. The devroom will take place on Sunday 1st February 2026 and it will cover the full day. The devroom is organised by APELL\, Eclipse Foundation\, Linux Foundation\, Mozilla\, OFE\, OpenSSF\, and the Open Source Initiative. \n\n\n\nThe devroom will continue the tradition started at FOSDEM 2024\, bringing together developers and EU lawmakers from the European institutions to discuss the impact of past\, ongoing\, and upcoming EU laws affecting the Open Source community. The day will feature interventions from lawmakers from the European Commission and Parliament\, as well as from the community\, and will include presentations\, workshops\, short talks and Q&As. \n\n\n\n\n\n\n\nPower to the Public Stack: Governing Europe’s Digital Commons\n\n\n\nHow can we support long-term sustainability for open source public infrastructure?What capacity barriers still stand in the way of OS adoption?What governance models can enable meaningful participation from stakeholders? \n\n\n\nWith this session\, we hope to help steer the EU’s ambitions for digital sovereignty toward models that genuinely empower the open source community and reinforce the sustainability of Digital Commons.

Together\, these events make up the EU Open Source Week.

SUMMARY:Public AI and Europe’s Digital Sovereignty
DESCRIPTION:How can Europe develop public AI systems that also ensure competition and sovereignty?\n\n\n\nWhen: 13 January 2026\, from 12:30 to 14:30Where:  at the European Parliament MEP Salon in Brussels \n\n\n\nThe event is co-hosted by MEP Michał Kobosko (Renew) and MEP Sergey Lagodinsky (Greens) with Bertelsmann Stiftung\, Open Future\, Mozilla Foundation\, and Democratic Tech Alliance. \n\n\n\nAs Europe struggles with its dependency on American and Chinese AI models\, our research offers an alternative vision: public AI is a vision of developing European\, open source AI models that can spur innovation\, support the public interest\, and generate economic value. The event will discuss how public AI models and applications can be developed in the European Union\, as a core component of the AI Continent Action Plan. \n\n\n\nPublic AI systems make AI capabilities openly accessible\, serve the public interest\, and operate under public control or ownership. These systems are essential for achieving European technological sovereignty\, spurring European R&D\, and generating market value as solutions that can be deployed by European businesses. \n\n\n\nDuring the event\, there will be examples of open source AI development and public AI solutions and recommendations on how the European AI Continent Action Plan can support public AI in Europe\, and discuss what more needs to be done. \n\n\n\nWe will also present our new policy brief—produced with Bertelsmann Stiftung—exploring pathways for developing public and sovereign AI solutions in Europe.

She has fiftenn years of experience with human rights research and advocacy. In her work\, she has focused on the intersection of science\, technology\, human rights and ethics. Zuzanna spent more than eight years with the Helsinki Foundation for Human Rights\, a prominent human rights non-governmental organization in Poland\, where she has gained experience in advocacy and policy work.  \n\n\n\nShe holds a Ph.D. in International Law and an M.A. in English Studies from the University of Warsaw. She has been involved in national and international interdisciplinary research and innovation projects\, exploring the ethics of new technologies and their impact on human rights and freedoms. DESCRIPTION:The European Dialogue on Internet Governance (EuroDIG) is an open multi-stakeholder platform to exchange views about the Internet and how it is governed. First organised in 2008 by several organisations\, government representatives and experts\, it fosters dialogue and collaboration with the Internet community on public policy for the Internet – culminating in an annual conference that takes place in a different European city every year. EuroDIG ‘Messages’ are prepared and presented to the Internet Governance Forum (IGF). \n\n\n\nIn 2025 EuroDIG will take place from May 12 – 14 in Strasbourg\, France\, hosted by the Council of Europe in cooperation with the Luxembourg Presidency of the Committee of Ministers of the Council of Europe. \n\n\n\nParticipate in the call for issues until 31st December 2024 here.

They will fundamentally affect the internet as we know it today and will require a forward-looking approach to governance that is both adaptive\, future-proof and not dominated by a single stakeholder group. \n\n\n\nThe 2025 Polish Presidency of the Council of the European Union and the European Commission are organising the first Global Multistakeholder High Level Conference on Governance for Web 4.0 and Virtual Worlds to initiate a global discussion on this topic. \n\n\n\nThe goal of this conference is to define foundational principles for a global governance framework for Web 4.0 and Virtual Worlds that addresses the dynamics of digital spaces\, ensuring their governance is transparent\, inclusive\, and accountable. \n\n\n\nThe event will take place on the 31st of March and 1st of April 2025 at the Charlemagne building in Brussels. \n\n\n\nThe conference will bring together academics\, policymakers\, technologists\, and community leaders. Together\, they will propose solutions for the governance of virtual worlds\, opening collaboration and knowledge-sharing  between participants from different sectors. \n\n\n\nIt will focus in particular on policy dialogues for an ethical\, value-driven shift to Web 4.0. as well as standardisation issues related to virtual worlds (including internet standards) and its technical management. It will also cover the need to align our approach with the multi-stakeholder model of internet governance.

SUMMARY:FOSDEM 2025 EU-Policy Devroom
DESCRIPTION:As part of FOSDEM 2025\, which will take place on the 1st and 2nd of February 2025\, there will be a devroom on Open Source In The European Legislative Landscape and Beyond. The devroom will take place on Sunday 2nd February 2025 for the full day. \n\n\n\nThe devroom will continue the tradition started at FOSDEM 2024\, bringing together developers and EU lawmakers from the European institutions to discuss the impact of past\, ongoing\, and upcoming EU laws affecting the Open Source community. Once again the plan is to run this in a non-traditional way\, as a series of collaborations or workshops featuring a scene-setting presentation\, short talks from developers to set context\, engagement from institutional representatives and then audience participation. Accepted talks will be deployed in this framework\, and not as a free-standing session. The organisation will acknowledge as complementary the DevRooms with overlapping topics and hope to find ways to collaborate! \n\n\n\nFor those interested\, please submit your proposals for talks by 1st December 2024 at 11:59 CET at the latest. Please note that this deadline is managed by the FOSDEM team.
