SUMMARY:Public AI and Europe’s Digital Sovereignty
DESCRIPTION:How can Europe develop public AI systems that also ensure competition and sovereignty?\n\n\n\nWhen: 13 January 2026\, from 12:30 to 14:30Where:  at the European Parliament MEP Salon in Brussels \n\n\n\nThe event is co-hosted by MEP Michał Kobosko (Renew) and MEP Sergey Lagodinsky (Greens) with Bertelsmann Stiftung\, Open Future\, Mozilla Foundation\, and Democratic Tech Alliance. \n\n\n\nAs Europe struggles with its dependency on American and Chinese AI models\, our research offers an alternative vision: public AI is a vision of developing European\, open source AI models that can spur innovation\, support the public interest\, and generate economic value. The event will discuss how public AI models and applications can be developed in the European Union\, as a core component of the AI Continent Action Plan. \n\n\n\nPublic AI systems make AI capabilities openly accessible\, serve the public interest\, and operate under public control or ownership. These systems are essential for achieving European technological sovereignty\, spurring European R&D\, and generating market value as solutions that can be deployed by European businesses. \n\n\n\nDuring the event\, there will be examples of open source AI development and public AI solutions and recommendations on how the European AI Continent Action Plan can support public AI in Europe\, and discuss what more needs to be done. \n\n\n\nWe will also present our new policy brief—produced with Bertelsmann Stiftung—exploring pathways for developing public and sovereign AI solutions in Europe.

Organized by the NGI Commons consortium in close collaboration with the European Commission\, this summit brings together policymakers\, regulators\, funders\, and practitioners to chart a unified path forward for Digital Commons in Europe. \n\n\n\n\n\n\n\n\n\nCheck the agenda\n\nwatch the recordings\n\n\n\n\n\n\n\n\n\nOver the past decade\, the Next Generation Internet initiative has drawn out\, funded\, fostered and mapped Digital Commons\, sustaining its vitality and producing real tools grounded in NGI’s core values of human-centricity\, openness\, inclusion\, and trustworthiness. These commons include end users and organisations\, both public and private\, by design\, offering the natural place to engage them in critical discussions on sovereignty\, resilience\, and open source adoption. \n\n\n\nDigital Commons are necessary\, vital\, and value-driven. Yet without an overarching narrative\, the effect on the ground risks fragmentation rather than integration. Supported by the German Ministry for Digital Transformation and State Modernisation\, the agency ensures the sustainability of foundational technologies. Adriana combines expertise in innovation\, democratic values\, and open technologies with a strong network across politics and civil society. She previously led projects on digital sovereignty and directed the Prototype Fund\, an innovation initiative by the Open Knowledge Foundation and Germany’s Federal Ministry of Research\, Technology and Space. \n\n\n\n\n\n\n\n\n\nZuzanna Warso\n\n\n\nOpen Future Foundation \n\n\n\n\n\n\n\n\n\n\nBio\nZuzanna is the Director of Research at OpenFuture Foundation. She has fiftenn years of experience with human rights research and advocacy. In her work\, she has focused on the intersection of science\, technology\, human rights and ethics. Zuzanna spent more than eight years with the Helsinki Foundation for Human Rights\, a prominent human rights non-governmental organization in Poland\, where she has gained experience in advocacy and policy work.  \n\n\n\nShe holds a Ph.D. in International Law and an M.A. in English Studies from the University of Warsaw. She has been involved in national and international interdisciplinary research and innovation projects\, exploring the ethics of new technologies and their impact on human rights and freedoms. Before joining Open Future\, Zuzanna researched the ethical and human rights challenges posed by new and emerging technologies. Since 2019 she has been acting as an independent expert to the European Commission\, where she is involved in the ethics monitoring of research and innovation projects.  \n\n\n\n\n\n\n\n\n\nMirko Presser\n\n\n\nAarhus University \n\n\n\n\n\n\n\n\n\n\nBio\nMirko Presser is a Professor at Aarhus University\, focusing on the Internet of Things\, data ecosystems\, and digital innovation. His work explores how connected technologies\, open data\, and digital sovereignty can drive smarter\, more sustainable development for public institutions and businesses. DESCRIPTION:The European Dialogue on Internet Governance (EuroDIG) is an open multi-stakeholder platform to exchange views about the Internet and how it is governed. First organised in 2008 by several organisations\, government representatives and experts\, it fosters dialogue and collaboration with the Internet community on public policy for the Internet – culminating in an annual conference that takes place in a different European city every year. EuroDIG ‘Messages’ are prepared and presented to the Internet Governance Forum (IGF). \n\n\n\nIn 2025 EuroDIG will take place from May 12 – 14 in Strasbourg\, France\, hosted by the Council of Europe in cooperation with the Luxembourg Presidency of the Committee of Ministers of the Council of Europe. \n\n\n\nParticipate in the call for issues until 31st December 2024 here.

SUMMARY:Global Multistakeholder High Level Conference on Governance for Web 4.0 and Virtual Worlds
DESCRIPTION:The European Commission and the 2025 Polish Presidency of the Council of the EU are organising a conference on governance for web 4.0 and virtual worlds. \n\n\n\nWeb 4.0 and Virtual Worlds are the next technological frontiers. They will fundamentally affect the internet as we know it today and will require a forward-looking approach to governance that is both adaptive\, future-proof and not dominated by a single stakeholder group. \n\n\n\nThe 2025 Polish Presidency of the Council of the European Union and the European Commission are organising the first Global Multistakeholder High Level Conference on Governance for Web 4.0 and Virtual Worlds to initiate a global discussion on this topic. \n\n\n\nThe goal of this conference is to define foundational principles for a global governance framework for Web 4.0 and Virtual Worlds that addresses the dynamics of digital spaces\, ensuring their governance is transparent\, inclusive\, and accountable. \n\n\n\nThe event will take place on the 31st of March and 1st of April 2025 at the Charlemagne building in Brussels. \n\n\n\nThe conference will bring together academics\, policymakers\, technologists\, and community leaders. Together\, they will propose solutions for the governance of virtual worlds\, opening collaboration and knowledge-sharing  between participants from different sectors. \n\n\n\nIt will focus in particular on policy dialogues for an ethical\, value-driven shift to Web 4.0. as well as standardisation issues related to virtual worlds (including internet standards) and its technical management. It will also cover the need to align our approach with the multi-stakeholder model of internet governance.

DESCRIPTION:As part of FOSDEM 2025\, which will take place on the 1st and 2nd of February 2025\, there will be a devroom on Open Source In The European Legislative Landscape and Beyond. The devroom will take place on Sunday 2nd February 2025 for the full day. \n\n\n\nThe devroom will continue the tradition started at FOSDEM 2024\, bringing together developers and EU lawmakers from the European institutions to discuss the impact of past\, ongoing\, and upcoming EU laws affecting the Open Source community. Once again the plan is to run this in a non-traditional way\, as a series of collaborations or workshops featuring a scene-setting presentation\, short talks from developers to set context\, engagement from institutional representatives and then audience participation. Accepted talks will be deployed in this framework\, and not as a free-standing session. The organisation will acknowledge as complementary the DevRooms with overlapping topics and hope to find ways to collaborate! \n\n\n\nFor those interested\, please submit your proposals for talks by 1st December 2024 at 11:59 CET at the latest. DESCRIPTION:This year’s Digital Summit\, which has the theme ‘Digital Germany – Innovative. Sovereign. International’\, will take place in Frankfurt am Main on 21 and 22 October. The Federal Government will use the event to debate major forward-looking topics such as digital innovation\, digital sovereignty and international cooperation with over 1\,500 participants from business\, science\, civil society and government. \n\n\n\nFederal Chancellor Olaf Scholz\, Federal Digital Minister Dr Volker Wissing and Federal Minister for Economic Affairs and Climate Action Dr Robert Habeck as well as other members of the Federal Cabinet will answer questions about their digital policy work and put a spotlight on Germany as a centre for digital technology.
