Organis\u00e9e en ligne le jeudi 25 janvier, cette manifestation s\u2019inscrit dans le cadre de l\u2019initiative NGI de la Commission europ\u00e9enne, qui vise \u00e0 remodeler l\u2019internet afin de refl\u00e9ter les valeurs et les normes europ\u00e9ennes.<\/strong><iframe loading=\"lazy\" title=\"Groupe NGI: Communaut\u00e9s, droits num\u00e9riques et avenir de l\u2019internet\" width=\"100%\" height=\"650\" src=\"https:\/\/tube.network.europa.eu\/videos\/embed\/5b999041-1a6c-4e63-9976-1ddb893ea10d\" frameborder=\"0\" allowfullscreen=\"\" sandbox=\"allow-same-origin allow-scripts allow-popups\"><\/iframe><p><br>Anna Higueras, responsable des projets chez Ideas for Change, partenaire du bureau de sensibilisation \u00e0 NGI, a anim\u00e9 la session en pr\u00e9sentant les intervenants du panel et les principaux points de discussion, apr\u00e8s une br\u00e8ve introduction de Monique Calisti, directrice g\u00e9n\u00e9rale de Martel Innovate et directrice du bureau de sensibilisation \u00e0 NGI.<\/p><p>Georges Lobo, de l\u2019unit\u00e9 NGI de la Commission europ\u00e9enne, ouvre le d\u00e9bat en donnant un aper\u00e7u de l\u2019initiative NGI, y compris de ses valeurs fondamentales et de ses principales r\u00e9alisations. Il souligne la n\u00e9cessit\u00e9 de d\u00e9ployer des efforts coh\u00e9rents dans l\u2019ensemble de la communaut\u00e9 pour rendre l\u2019internet accessible \u00e0 tous, en donnant une vue panoramique du cadre politique de l\u2019UE en mati\u00e8re de logiciels libres et de sa pertinence pour fa\u00e7onner un internet de confiance.<\/p><p>L\u2019orateur suivant, Manavpreet Kaur, de la Fondation Wikimedia, a soulign\u00e9 l\u2019importance de la collaboration pour cr\u00e9er des normes ouvertes et favoriser le dialogue mondial sur l\u2019avenir de l\u2019internet. Kaur souligne le r\u00f4le de Wikimedia dans la participation mondiale \u00e0 la cr\u00e9ation de contenus \u00e9ducatifs sous licence libre.<\/p><p>Antoine Vergne, codirectrice des missions publiques, aborde les complexit\u00e9s de l\u2019impact et de la gouvernance de l\u2019internet. Il souligne la dichotomie entre la port\u00e9e mondiale de l\u2019internet et la port\u00e9e limit\u00e9e de la gouvernance nationale. Vergne souligne la n\u00e9cessit\u00e9 d\u2019une planification \u00e0 long terme dans la gouvernance mondiale et plaide en faveur de l\u2019inclusion des citoyens ordinaires dans les discussions sur la gouvernance de l\u2019internet afin d\u2019enrichir et d\u2019\u00e9largir le discours.<\/p><p>Luc\u00eda ERRANDONEA, de Gobe et Algorights, partage des informations sur les implications de l\u2019IA du point de vue de la justice sociale et des droits de l\u2019homme, soulignant la n\u00e9cessit\u00e9 de technologies inclusives et transparentes. ERRANDONEA a demand\u00e9 la mise en place de plateformes plus formelles pour la collaboration intersectorielle en mati\u00e8re de conception, de mise en \u0153uvre et de surveillance de l\u2019IA.<\/p><p>Le panel a plaid\u00e9 collectivement en faveur d\u2019une approche inclusive, centr\u00e9e sur l\u2019humain, pour le d\u00e9veloppement d\u2019un internet de demain qui soit \u00e9quitable, inclusif et durable. Au contraire, des arguments ont \u00e9t\u00e9 avanc\u00e9s pour \u00e9tendre la participation et la collaboration soci\u00e9tale lors du d\u00e9veloppement de cette nouvelle infrastructure internet \u00e0 code source ouvert centr\u00e9e sur l\u2019humain. Tous les intervenants ont fait part de leur vaste exp\u00e9rience dans ces processus de d\u00e9fis, faisant valoir que ce changement s\u2019inscrirait dans le cadre d\u2019une transition plus large vers un \u00e9cosyst\u00e8me de gouvernance de l\u2019internet beaucoup plus diversifi\u00e9 et inclusif.<\/p><p>Un autre sujet important abord\u00e9 a port\u00e9 sur l\u2019adoption des r\u00e9sultats de NGI et, plus g\u00e9n\u00e9ralement, sur les solutions \u00e0 code source ouvert. Le secteur public est consid\u00e9r\u00e9 comme l\u2019un des principaux acteurs de l\u2019adoption des produits NGI et comme le vecteur essentiel de l\u2019int\u00e9gration de solutions d\u2019interop\u00e9rabilit\u00e9 d\u00e8s la conception, de s\u00e9curit\u00e9 et de protection de la vie priv\u00e9e d\u00e8s la conception dans les services publics et les politiques plus larges. N\u00e9anmoins, les intervenants et le public ont fait valoir qu\u2019un foss\u00e9 devait encore \u00eatre combl\u00e9 entre les agences du secteur public et les communaut\u00e9s open source. Soutenir les solutions open source au moyen d\u2019initiatives GovTech pourrait contribuer \u00e0 combler le foss\u00e9. ERRANDONEA et Vergne ont partag\u00e9 la mani\u00e8re dont elles s\u2019attaquent \u00e0 ce domaine complexe en agissant en tant qu\u2019interm\u00e9diaires, tout en reconnaissant que la durabilit\u00e9 et le mod\u00e8le commercial du code source ouvert restent un d\u00e9fi majeur \u00e0 relever.&nbsp;<\/p><p>Maccani cl\u00f4t la discussion en soulignant l\u2019importance du r\u00f4le de NGI, et en particulier du bureau de sensibilisation NGI, pour sensibiliser et promouvoir en permanence les valeurs et les r\u00e9sultats de NGI dans le cadre d\u2019un changement culturel plus large gr\u00e2ce \u00e0 sa communication \u00e0 des non-experts et au grand public.<\/p><p>Le panel NGI a conclu en invitant les nouveaux innovateurs et les principales parties prenantes int\u00e9ress\u00e9es par le programme? ses valeurs et ses objectifs \u00e0 participer \u00e0 son <a href=\"http:\/\/www.ngi.eu\/opencalls\" target=\"_blank\" rel=\"noopener\"><strong>appels ouverts<\/strong><\/a>. L\u2019objectif est d\u2019\u00e9largir sa communaut\u00e9 d\u2019innovateurs pour faire en sorte que l\u2019internet du futur en Europe soit fiable, durable, accessible et inclusif pour tous.
