Les partenaires du consortium NGI Commons ont fait observer que les gouvernements disposent de nombreux outils pour mettre en avant les int\u00e9r\u00eats des communes num\u00e9riques dans l\u2019\u00e9laboration des politiques et l\u2019administration publique. L\u2019un de ces outils est le Open Source Programme Office (OSPO).<\/p><p>S\u2019appuyer sur les enseignements tir\u00e9s de la r\u00e9cente r\u00e9union de haut niveau <a href=\"https:\/\/www.un.org\/techenvoy\/content\/ospos-good-2024\" target=\"_blank\" rel=\"noreferrer noopener\">Symposium OSPOs for Good 2024<\/a> ? cet article, qui s\u2019est tenu les 9 et 10 juillet \u00e0 New York, examinera ces id\u00e9es et leur pertinence potentielle pour le soutien du secteur public aux communs num\u00e9riques.<\/p><h4 class=\"wp-block-heading\"><strong>Qu\u2019entend-on par OSPO?<\/strong><\/h4><p>Les OSPO sont des centres d\u2019excellence et de coordination des politiques qui soutiennent l\u2019adoption de technologies open source et la contribution \u00e0 celles-ci. (Source: <a href=\"http:\/\/opensource.com\">Opensource.com contre<\/a>)<\/figcaption><\/figure><p>Les OSPO peuvent-elles? dans le contexte du secteur public? jouer un r\u00f4le important en contribuant \u00e0 donner un coup de fouet \u00e0 l\u2019adoption et \u00e0 l\u2019utilisation? et contribuer aux? logiciels libres et autres technologies ouvertes. Cela s\u2019explique en partie par le fait que les gouvernements ressentent de plus en plus la n\u00e9cessit\u00e9 de r\u00e9duire la d\u00e9pendance \u00e0 l\u2019\u00e9gard d\u2019une poign\u00e9e de fournisseurs, de cr\u00e9er un plus grand choix d\u2019options technologiques et de trouver des solutions qui permettent d\u2019atteindre des niveaux plus \u00e9lev\u00e9s de souverainet\u00e9 num\u00e9rique.<\/p><p>Nous avons <a href=\"https:\/\/www.linuxfoundation.org\/research\/a-deep-dive-into-open-source-program-offices\" target=\"_blank\" rel=\"noreferrer noopener\">appris<\/a> ? d\u2019apr\u00e8s les exemples d\u2019OSPO en Allemagne, en France et dans d\u2019autres pays, les OSPO peuvent contribuer \u00e0 relever le d\u00e9fi de la formalisation et de la coordination des relations avec les communaut\u00e9s open source. Ils ont: <a href=\"https:\/\/openforumeurope.org\/comprehensive-report-on-the-role-of-ospos-in-sustainable-digital-transformation\/\" target=\"_blank\" rel=\"noreferrer noopener\">par exemple:<\/a>, a \u00e9tendu la normalisation et l\u2019utilisation des composants open source dans le cadre des efforts de l\u2019administration num\u00e9rique, a soutenu la contribution aux projets open source et aux communaut\u00e9s, et a fonctionn\u00e9 comme des outils permettant d\u2019\u00e9vang\u00e9liser l\u2019utilisation du code source ouvert et de s\u2019y engager.<\/p><h4 class=\"wp-block-heading\"><strong>Comment les OSPO soutiennent-ils les biens communs num\u00e9riques?<\/strong><\/h4><p>Une partie de la valeur des OSPO pour les communes num\u00e9riques serait rh\u00e9torique. Tout comme il existe des infrastructures mat\u00e9rielles telles que les routes et les ponts, des infrastructures immat\u00e9rielles telles que les politiques, les r\u00e9glementations et la gouvernance, elles jouent un r\u00f4le consid\u00e9rable pour permettre \u00e0 un gouvernement de mettre en \u0153uvre et de concr\u00e9tiser ses priorit\u00e9s politiques. En effet, l\u2019adoption et l\u2019utilisation plus intentionnelles de la technologie open source au moyen d\u2019une infrastructure politique non contraignante, par exemple: <a href=\"https:\/\/commission.europa.eu\/content\/european-union-public-licence_en\" target=\"_blank\" rel=\"noreferrer noopener\">Licence publique de l\u2019Union europ\u00e9enne<\/a>, ou EUPL? est une priorit\u00e9 pour de nombreux gouvernements qui cherchent \u00e0 construire l\u2019infrastructure num\u00e9rique mat\u00e9rielle qui leur permet de concr\u00e9tiser leurs priorit\u00e9s strat\u00e9giques.<\/p><p>Gr\u00e2ce \u00e0 cette infrastructure strat\u00e9gique, les OSPO pourraient permettre de normaliser les r\u00e8gles et la gouvernance des communs num\u00e9riques en y consacrant davantage de ressources et en cr\u00e9ant davantage de possibilit\u00e9s d\u2019\u00e9quilibre des pouvoirs. Les premiers \u00e9l\u00e9ments montrent que les projets Digital Commons qui sont auto-organis\u00e9s et qui disposent \u00e9galement de r\u00e8gles et de mod\u00e8les de gouvernance bien \u00e9tablis peuvent r\u00e9duire les d\u00e9pendances uniques gr\u00e2ce \u00e0 la production distribu\u00e9e (qui caract\u00e9rise certaines communaut\u00e9s open source, mais pas toutes).<\/p><p>Enfin, les OSPO nouent des relations avec les communaut\u00e9s technologiques ouvertes et cr\u00e9ent des canaux mutuellement b\u00e9n\u00e9fiques pour l\u2019\u00e9change de technologies et d\u2019id\u00e9es. Les OSPO pourraient contribuer \u00e0 formaliser les r\u00f4les et les responsabilit\u00e9s en ce qui concerne les communs num\u00e9riques utilis\u00e9s dans le cadre d\u2019infrastructures num\u00e9riques \u00e0 l\u2019\u00e9chelle de la soci\u00e9t\u00e9. Ils peuvent \u00e9galement aider les gouvernements \u00e0 contribuer \u00e0 nouveau \u00e0 des projets open source et \u00e0 collaborer avec leurs d\u00e9veloppeurs pour faire en sorte que les pouvoirs publics d\u00e9veloppent leur expertise, leur personnel et leurs ressources financi\u00e8res afin de soutenir efficacement les communaut\u00e9s.<\/p><h4 class=\"wp-block-heading\"><strong>Quels enseignements avons-nous tir\u00e9s du symposium OSPOs for Good 2024?<\/strong><\/h4><figure class=\"wp-block-image alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"601\" height=\"451\" src=\"https:\/\/commons.ngi.eu\/wp-content\/uploads\/2024\/08\/Pearse-ODonohue-at-OSPOs-edited.jpg\" alt=\"Pearse O? Les OSPO pour le bien ont \u00e9t\u00e9 coorganis\u00e9es par <a href=\"https:\/\/openforumeurope.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">OpenForum Europe<\/a> (OFE), avec la participation de repr\u00e9sentants de l\u2019OFE et <a href=\"https:\/\/linuxfoundation.eu\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fondation Linux Europe<\/a> (LFE) (tous deux membres du consortium NGI Commons). (Vous pouvez regarder les enregistrements des deux jours <a href=\"https:\/\/webtv.un.org\/en\/search?query=OSPO\" target=\"_blank\" rel=\"noreferrer noopener\">ici<\/a>.)<\/p><p>Dans le cadre d\u2019un volet th\u00e9matique sur les sources ouvertes et le gouvernement, <a href=\"https:\/\/www.politico.eu\/person\/pearse-odonohue\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pearse O? Donohue<\/a> ? un directeur des r\u00e9seaux du futur de la DG CNECT?\u00a0 partagez davantage d\u2019informations sur les valeurs europ\u00e9ennes et sur ce que l\u2019Europe doit partager avec le reste du monde. Dans ses remarques liminaires, O? Donohue met en \u00e9vidence les enseignements tir\u00e9s du d\u00e9veloppement du r\u00f4le essentiel de la <a href=\"https:\/\/joinup.ec.europa.eu\/collection\/ec-ospo\" target=\"_blank\" rel=\"noreferrer noopener\">Commission europ\u00e9enne OSPO<\/a> et soutenir d\u2019autres OSPO. Il partage \u00e9galement les enseignements tir\u00e9s des administrations publiques de toute l\u2019Europe et plaide en faveur d\u2019investissements dans les biens communs num\u00e9riques.<\/p><p>Le volet th\u00e9matique \u00abSource ouverte au travail dans le monde\u00bb pr\u00e9sentait \u00e9galement un degr\u00e9 \u00e9lev\u00e9 de pertinence pour les communes num\u00e9riques. Dans celle-ci, Adriana Groh de la <a href=\"https:\/\/www.sovereigntechfund.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fonds souverain pour les technologies<\/a> (STF)? un fonds d\u2019investissement du secteur public allemand pour les infrastructures num\u00e9riques ouvertes? est venu devant la chambre de l\u2019ECOSOC pour un discours liminaire avec Andreas Reckert-Lodde, directeur par int\u00e9rim de la <a href=\"https:\/\/zendis.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">Centre pour la souverainet\u00e9 num\u00e9rique<\/a> (ZenDis)? un organisme f\u00e9d\u00e9ral allemand qui favorise la coop\u00e9ration entre la communaut\u00e9 open source et les administrations publiques allemandes. Ensemble, ils ont mis en \u00e9vidence la mani\u00e8re dont certaines parties du gouvernement se r\u00e9unissent pour soutenir et investir dans le code source ouvert.<\/p><figure class=\"wp-block-image alignleft size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"823\" height=\"432\" src=\"https:\/\/commons.ngi.eu\/wp-content\/uploads\/2024\/08\/Open-Source-at-Work-in-the-World.jpg\" alt=\"Une diapositive d\u2019Adriana et d\u2019Andreas? Reckert-Lodde, en revanche, a pr\u00e9sent\u00e9 le travail que ZenDis m\u00e8ne pour mobiliser la communaut\u00e9 des d\u00e9veloppeurs open source. Il r\u00e9fl\u00e9chit au processus visant \u00e0 rendre l\u2019\u00e9laboration d\u2019un code source ouvert \u00e0 la fois r\u00e9alisable et souhaitable du point de vue de l\u2019administration publique et de la prestation de services publics.<\/p><p>Tant la STF que ZenDis sont de bons exemples de la mani\u00e8re d\u2019investir dans les communes num\u00e9riques et de les g\u00e9rer. En se concentrant sur les principes de cod\u00e9veloppement et de contribution, ainsi qu\u2019en \u0153uvrant au renforcement de l\u2019\u00e9ducation et \u00e0 la r\u00e9forme des r\u00e9glementations en mati\u00e8re de march\u00e9s publics, les deux institutions fonctionnent comme des OSPO \u00e0 certains \u00e9gards et cr\u00e9ent les conditions pr\u00e9alables \u00e0 l\u2019utilisation des communes num\u00e9riques dans le cadre d\u2019infrastructures \u00e0 l\u2019\u00e9chelle de la soci\u00e9t\u00e9.<\/p><p>Le travail de ZenDis, en particulier, est tr\u00e8s important. Il soutient l\u2019adoption et l\u2019utilisation de technologies \u00e0 code source ouvert par l\u2019interm\u00e9diaire des administrations publiques allemandes en leur permettant de commencer plus facilement \u00e0 utiliser leur plateforme r\u00e9glement\u00e9e de cod\u00e9veloppement du secteur public et \u00e0 y contribuer, <a href=\"https:\/\/opencode.de\/\" target=\"_blank\" rel=\"noreferrer noopener\">Code ouvert<\/a>, un exemple en miroir de GitLab. Leur mod\u00e8le pourrait \u00eatre tr\u00e8s pertinent pour d\u2019autres gouvernements d\u00e9sireux d\u2019adopter des projets \u00e0 code source ouvert et d\u2019y contribuer, tels que Digital Commons.<\/p><h4 class=\"wp-block-heading\"><strong>L\u2019avenir des OSPO et des communes num\u00e9riques<\/strong><\/h4><p>Ces enseignements tir\u00e9s de la conf\u00e9rence montrent comment les OSPO pourraient jouer un r\u00f4le dans la d\u00e9finition des r\u00e8gles et de la gouvernance des projets de communes num\u00e9riques, ainsi qu\u2019investir dans ces projets et les utiliser \u00e0 grande \u00e9chelle en fournissant des infrastructures \u00e0 l\u2019\u00e9chelle de la soci\u00e9t\u00e9. S\u2019appuyant sur les pr\u00e9c\u00e9dents \u00e9tablis par des gouvernements tels que la France, les Pays-Bas, l\u2019Allemagne et la Tch\u00e9quie, les communes num\u00e9riques peuvent \u00eatre l\u2019une des nombreuses priorit\u00e9s des OSPO gouvernementaux, \u00e9tant donn\u00e9 qu\u2019elles contribuent \u00e0 adapter les technologies et les principes open source aux besoins des institutions du secteur public.<\/p><p>Cela \u00e9tant dit, la question est ouverte de savoir si une organisation participante mature disposant d\u2019un code source ouvert devrait disposer d\u2019une OSPO pour centraliser l\u2019expertise en mati\u00e8re de code source ouvert\/de commande num\u00e9rique ou si cette expertise devrait \u00eatre int\u00e9gr\u00e9e dans l\u2019ensemble de l\u2019organisation. Les OSPO repr\u00e9sentent la pens\u00e9e selon laquelle le code source ouvert est sp\u00e9cial, passionnant et nouveau, ce qui peut contribuer \u00e0 catalyser l\u2019adoption et la r\u00e9utilisation du code source ouvert. Toutefois, l\u2019\u00c9tat final souhait\u00e9 pourrait plut\u00f4t \u00eatre un \u00c9tat dans lequel il est profond\u00e9ment ancr\u00e9 dans les institutions du secteur public et constitue un \u00e9l\u00e9ment normal et r\u00e9gulier des bonnes pratiques en mati\u00e8re d\u2019ing\u00e9nierie.<\/p><p>\u00c0 l\u2019heure actuelle, il est clair que <a href=\"https:\/\/joinup.ec.europa.eu\/collection\/fosseps\/news\/fosseps-critical-open-source-software-study-report\" target=\"_blank\" rel=\"noreferrer noopener\">tous les gouvernements ne sont pas concern\u00e9s<\/a> ne disposent pas encore de ces capacit\u00e9s. Sans renforcement des capacit\u00e9s, il sera difficile pour les gouvernements de mettre en place des OSPO qui soutiennent et soutiennent de mani\u00e8re ad\u00e9quate les communes num\u00e9riques, \u00e9tant donn\u00e9 qu\u2019il y aura des retards dans la mise en \u0153uvre des technologies \u00e0 code source ouvert et dans la construction des infrastructures num\u00e9riques n\u00e9cessaires. D\u2019autres gouvernements devront probablement d\u00e9ployer des efforts similaires \u00e0 ceux qu\u2019ils cherchent \u00e0 mettre en place.
