Traditionnellement entretenus par les communaut\u00e9s de b\u00e9n\u00e9voles, les vuln\u00e9rabilit\u00e9s r\u00e9centes et tr\u00e8s m\u00e9diatis\u00e9es en mati\u00e8re de s\u00e9curit\u00e9, telles que Log4Shell en 2021 ou les \u00abxz utils\u00bb cette ann\u00e9e, ont mis en \u00e9vidence le fait qu\u2019il n\u2019est pas viable de s\u2019appuyer uniquement sur le travail b\u00e9n\u00e9vole pour entretenir ces infrastructures cruciales.<\/p><p>\u00c0 la lumi\u00e8re de ces \u00e9v\u00e9nements, entre autres, la compr\u00e9hension des r\u00f4les et des responsabilit\u00e9s du secteur public dans le soutien et le maintien des projets essentiels relevant du guichet unique a \u00e9volu\u00e9, les gouvernements intervenant de plus en plus pour financer le d\u00e9veloppement, la s\u00e9curit\u00e9 et la maintenance du guichet unique.&nbsp;<\/p><p>Au-del\u00e0 du renforcement de la s\u00e9curit\u00e9 et de la r\u00e9silience des cha\u00eenes d\u2019approvisionnement des logiciels, le financement public du d\u00e9veloppement du guichet unique sert de multiples objectifs strat\u00e9giques, tels que le renforcement de la souverainet\u00e9 num\u00e9rique, le soutien \u00e0 la croissance des march\u00e9s nationaux des logiciels et le renforcement de la comp\u00e9titivit\u00e9 nationale dans le domaine de la science et de l\u2019innovation.&nbsp;<\/p><p>Parmi les exemples notables de programmes de financement public figurent le Fonds pour les technologies ouvertes aux \u00c9tats-Unis, l\u2019initiative \u00abInternet de nouvelle g\u00e9n\u00e9ration\u00bb (NGI) de la Commission europ\u00e9enne, qui a fourni? 140\u00a0millions d\u2019euros pour plus de 1,200 projets entre 2019 et 2024; et l\u2019agence allemande des technologies souveraines (anciennement \u00abSovereign Tech Fund\u00bb), qui investit environ 19\u00a0millions d\u2019euros par an dans la s\u00e9curit\u00e9 et l\u2019entretien d\u2019infrastructures critiques \u00e0 code source ouvert.<\/p><h3 class=\"wp-block-heading\"><strong>Le d\u00e9fi de la mesure des incidences sur le financement&nbsp;<\/strong><\/h3><p>Alors que le financement public du d\u00e9veloppement du guichet unique est en augmentation, nous n\u2019avons qu\u2019une compr\u00e9hension limit\u00e9e de ses incidences r\u00e9elles, et nous ne disposons pas non plus d\u2019un consensus sur la mani\u00e8re de mesurer les incidences de mani\u00e8re significative. Cela cr\u00e9e des difficult\u00e9s pour les d\u00e9cideurs politiques qui doivent justifier les d\u00e9penses publiques, les gestionnaires de fonds qui souhaitent optimiser leurs strat\u00e9gies de financement, les projets relevant du guichet unique qui tentent de d\u00e9montrer la valeur du financement, et les chercheurs qui \u00e9tudient la relation entre le financement et le d\u00e9veloppement du guichet unique.<\/p><p>La difficult\u00e9 d\u00e9coule de plusieurs facteurs interconnect\u00e9s. Les projets et \u00e9cosyst\u00e8mes relevant du guichet unique sont tr\u00e8s divers et les approches et objectifs de financement varient consid\u00e9rablement. Les incidences peuvent \u00eatre technologiques, \u00e9conomiques et sociales, avec des effets qui peuvent \u00eatre directs ou indirects, internes aux projets et \u00e0 leurs communaut\u00e9s ou externes \u00e0 leurs \u00e9cosyst\u00e8mes de personnes d\u00e9pendantes et d\u2019utilisateurs, ainsi que positifs ou n\u00e9gatifs. En outre, les changements peuvent se manifester sur diff\u00e9rents horizons temporels, et l\u2019attribution causale est compliqu\u00e9e par le caract\u00e8re non al\u00e9atoire du financement et l\u2019absence de p\u00e9nurie de facteurs de confusion.&nbsp;<\/p><h3 class=\"wp-block-heading\"><strong>Une bo\u00eete \u00e0 outils pratique pour mesurer les incidences du financement par le guichet unique<\/strong><\/h3><p>Pour relever ces d\u00e9fis, nous avons \u00e9labor\u00e9 une bo\u00eete \u00e0 outils qui fournit des orientations pratiques pour mesurer l\u2019incidence du financement public sur le d\u00e9veloppement du guichet unique.&nbsp;<\/p><p>La bo\u00eete \u00e0 outils n\u2019est ni normative, ni exhaustive; notre objectif est plut\u00f4t de fournir aux diff\u00e9rentes parties prenantes des informations pratiques susceptibles d\u2019\u00e9clairer l\u2019\u00e9valuation des programmes de financement du guichet unique et la mesure des incidences.<\/p><h4 class=\"wp-block-heading has-theme-palette-1-color has-text-color has-link-color wp-elements-a55e27b264dc25968a6e38a5f29da842\">Note d\u2019orientation et questions<\/h4><p>La bo\u00eete \u00e0 outils est guid\u00e9e par la devise suivante: Si nous pouvons mesurer de mani\u00e8re significative (quantitativement et\/ou qualitativement) les incidences du financement public sur le d\u00e9veloppement du guichet unique, alors nous pouvons \u0153uvrer \u00e0 la mise en place d\u2019une base factuelle qui puisse \u00e9clairer des strat\u00e9gies de financement efficaces et d\u2019int\u00e9r\u00eat public.<\/p><p>Au-del\u00e0 de cette devise, la bo\u00eete \u00e0 outils vise \u00e0 encourager les parties prenantes concern\u00e9es \u00e0 se poser les questions suivantes:<\/p><ol class=\"wp-block-list\">\n<li>Quels types d\u2019incidences sociales, \u00e9conomiques et technologiques? \u00e0 la fois positives et n\u00e9gatives, directes et indirectes? Le financement peut-il avoir sur les projets de guichet unique et leurs \u00e9cosyst\u00e8mes plus larges \u00e0 diff\u00e9rents horizons temporels?<\/li>\n\n\n\n<li>Comment les diff\u00e9rentes approches de financement influencent-elles les r\u00e9sultats des projets relevant du guichet unique et la dynamique communautaire, et quels sont les avantages et les inconv\u00e9nients relatifs des diff\u00e9rentes approches de financement?<\/li>\n\n\n\n<li>Quelles sont les \u00e9ventuelles cons\u00e9quences involontaires du financement qui doivent \u00eatre recens\u00e9es et att\u00e9nu\u00e9es?<\/li>\n\n\n\n<li>Comment, le cas \u00e9ch\u00e9ant, cr\u00e9er des indicateurs significatifs qui rendent compte des effets multiplicateurs du financement et transmettent le retour sur investissement public?<\/li>\n\n\n\n<li>Comment pouvons-nous ou devrions-nous d\u00e9finir et mesurer le \u00absucc\u00e8s\u00bb du financement par le guichet unique?<\/li>\n<\/ol><h4 class=\"wp-block-heading has-theme-palette-1-color has-text-color has-link-color wp-elements-14461c84d86b657a1d6324493a88a43b\">Comptabiliser les objectifs de financement<\/h4><p>L\u2019un des principaux enseignements tir\u00e9s du projet CHAOSS est que chaque projet OSS est diff\u00e9rent et que les indicateurs devraient toujours \u00eatre interpr\u00e9t\u00e9s en tenant compte des besoins du projet et de son contexte. De m\u00eame, lors de l\u2019examen des incidences du financement sur un projet relevant du guichet unique, il convient de commencer par tenir compte des objectifs de financement.&nbsp;<\/p><p>Diff\u00e9rents instruments de financement ont des finalit\u00e9s diff\u00e9rentes, de l\u2019innovation \u00e0 la maintenance, des objectifs sp\u00e9cifiques au projet aux am\u00e9liorations \u00e0 l\u2019\u00e9chelle de l\u2019\u00e9cosyst\u00e8me. La compr\u00e9hension des objectifs sp\u00e9cifiques permet d\u2019aligner les mesures d\u2019impact sur les r\u00e9sultats escompt\u00e9s, plut\u00f4t que de p\u00eacher les incidences dans la nature.<\/p><h4 class=\"wp-block-heading has-theme-palette-1-color has-text-color has-link-color wp-elements-c5e2a83d7bd9def47946b8368f4412b9\">Compte du contexte: \u00c9tapes de la vie du projet, structures sociales et facteurs de co\u00fbt<\/h4><p>Le contexte est essentiel pour mesurer l\u2019incidence du financement par le guichet unique. En outre, les facteurs de co\u00fbts r\u00e9gionaux et organisationnels jouent un r\u00f4le crucial, \u00e9tant donn\u00e9 que des dotations budg\u00e9taires similaires entre les diff\u00e9rentes organisations et r\u00e9gions peuvent se traduire par des effectifs \u00e9quivalents temps plein tr\u00e8s diff\u00e9rents, et que la r\u00e9mun\u00e9ration n\u2019est pas toujours corr\u00e9l\u00e9e \u00e0 la qualit\u00e9 des contributions.<\/p><h4 class=\"wp-block-heading has-theme-palette-1-color has-text-color has-link-color wp-elements-c99bf6b914dbc61ef7c353b85687196f\">Prendre en consid\u00e9ration les dimensions \u00e0 impact multiple<\/h4><p>Lors de l\u2019\u00e9valuation des incidences du financement par le guichet unique, il peut y avoir une tendance \u00e0 se concentrer sur les incidences technologiques, ce qui peut en partie \u00eatre d\u00fb \u00e0 la nature technologique du d\u00e9veloppement du guichet unique ou \u00e0 la facilit\u00e9 relative de mesure des incidences technologiques en raison de la disponibilit\u00e9 des donn\u00e9es provenant des r\u00e9f\u00e9rentiels OSS.&nbsp;<\/p><p>Toutefois, en s\u2019appuyant sur les mod\u00e8les sociaux de d\u00e9veloppement du guichet unique et sur les m\u00e9thodes de sant\u00e9 communautaire, la bo\u00eete \u00e0 outils met en \u00e9vidence trois dimensions d\u2019impact essentielles: technologique, \u00e9conomique et sociale. Les incidences technologiques comprennent l\u2019am\u00e9lioration de la qualit\u00e9 des codes, l\u2019am\u00e9lioration de la s\u00e9curit\u00e9 et la vitesse de d\u00e9veloppement. Les incidences \u00e9conomiques comprennent la cr\u00e9ation d\u2019emplois, la g\u00e9n\u00e9ration de revenus pour les projets et les \u00e9conomies de co\u00fbts pour les adoptants. Les incidences sociales comprennent la croissance communautaire, la diversit\u00e9 des contributeurs et l\u2019am\u00e9lioration de la gouvernance des projets.<\/p><p>Chaque dimension peut avoir des effets \u00e0 la fois directs et indirects. Par exemple, le financement pourrait permettre directement \u00e0 un projet d\u2019engager des responsables de l\u2019entretien (incidence \u00e9conomique directe) tout en favorisant indirectement la croissance d\u2019un \u00e9cosyst\u00e8me commercial autour du projet (incidence \u00e9conomique indirecte). De m\u00eame, les incidences peuvent \u00eatre internes au projet et \u00e0 sa communaut\u00e9 de contributeurs ou externes \u00e0 son \u00e9cosyst\u00e8me de personnes d\u00e9pendantes et d\u2019utilisateurs. Qui plus est, les incidences ne suivent pas une \u00e9chelle lin\u00e9aire ou unidirectionnelle; le financement peut entra\u00eener \u00e0 la fois des am\u00e9liorations et des d\u00e9gradations selon diff\u00e9rents param\u00e8tres. Les effets \u00e0 court terme (moins d\u2019un an) peuvent inclure des am\u00e9liorations imm\u00e9diates de la vitesse de d\u00e9veloppement ou de la correction des bogues. Les incidences \u00e0 moyen terme (un \u00e0 trois ans) impliquent souvent une adaptation et une croissance des capacit\u00e9s des projets. Enfin, les changements \u00e0 long terme (sur trois ans) peuvent englober des changements fondamentaux dans la durabilit\u00e9 des projets ou la dynamique des \u00e9cosyst\u00e8mes, mais ils sont les plus difficiles \u00e0 mesurer.<\/p><h4 class=\"wp-block-heading has-theme-palette-1-color has-text-color has-link-color wp-elements-301d7113fa2a6124f7d028e151313d00\">Options et risques pour les estimations de l\u2019effet multiplicateur<\/h4><p>Effets multiplicateurs? Des mesures de la valeur ajout\u00e9e g\u00e9n\u00e9r\u00e9e au-del\u00e0 d\u2019un investissement initial? fournissent des donn\u00e9es quantitatives utiles aux d\u00e9cideurs politiques et aux bailleurs de fonds. Si les \u00e9valuations subjectives ou qualitatives de l\u2019incidence du financement peuvent \u00eatre pr\u00e9cieuses, les d\u00e9cideurs ont souvent besoin de donn\u00e9es chiffr\u00e9es claires sur le retour sur investissement pour justifier les d\u00e9penses publiques et optimiser les strat\u00e9gies de financement.<\/p><p>L\u2019estimation des effets multiplicateurs du financement de l\u2019OSS doit commencer par reconna\u00eetre que la nature collaborative du d\u00e9veloppement de l\u2019OSS cr\u00e9e une dynamique unique qui diff\u00e8re des contextes traditionnels de R &amp; D dans les laboratoires universitaires et institutionnels. Par exemple, lorsqu\u2019un d\u00e9veloppeur financ\u00e9 am\u00e9liore le code, cette am\u00e9lioration devient imm\u00e9diatement accessible \u00e0 tous les utilisateurs et contributeurs, cr\u00e9ant ainsi des avantages en cascade \u00e0 mesure que d\u2019autres s\u2019appuient sur le travail et l\u2019adaptent. Cette disponibilit\u00e9 imm\u00e9diate peut amplifier les effets positifs bien au-del\u00e0 de ce qui est typique dans le d\u00e9veloppement propri\u00e9taire. C\u2019est ce que nous constatons dans la pratique: l\u2019initiative NGI a r\u00e9v\u00e9l\u00e9 que chaque contributeur financ\u00e9 soutenait une communaut\u00e9 d\u2019environ 50 contributeurs, tandis que dans l\u2019Union europ\u00e9enne, on estime que 1\u00a0milliards d\u2019euros investis dans le guichet unique par les entreprises en 2018 ont g\u00e9n\u00e9r\u00e9 jusqu\u2019\u00e0 95\u00a0milliards d\u2019euros pour le PIB de l\u2019UE cette ann\u00e9e-l\u00e0.<\/p><p>Toutefois, la mesure des effets multiplicateurs n\u00e9cessite un examen attentif et comporte des risques de simplification excessive et de normalisation. Les d\u00e9lais entre le financement et les incidences observables d\u00e9passent souvent les p\u00e9riodes de mesure habituelles, et il est difficile d\u2019isoler les effets du financement des autres influences sur l\u2019activit\u00e9 du projet. Des calculs trop simplifi\u00e9s des multiplicateurs pourraient cr\u00e9er des incitations trompeuses ou n\u00e9gliger les effets n\u00e9gatifs. La bo\u00eete \u00e0 outils pr\u00e9conise donc des approches nuanc\u00e9es qui tiennent compte \u00e0 la fois des effets multiplicateurs positifs et n\u00e9gatifs, tout en reconnaissant la nature complexe du d\u00e9veloppement du guichet unique.<\/p><h3 class=\"wp-block-heading\"><strong>Questions ouvertes et travaux futurs<\/strong><\/h3><p>Plusieurs questions importantes restent sans r\u00e9ponse dans notre compr\u00e9hension des incidences du financement par le guichet unique. Nous avons besoin d\u2019une meilleure connaissance des effets \u00e0 long terme du financement, en particulier apr\u00e8s sa fin pour les projets. L\u2019efficacit\u00e9 relative des diff\u00e9rents mod\u00e8les de financement n\u00e9cessite \u00e9galement davantage d\u2019\u00e9tudes, tout comme le risque de cons\u00e9quences involontaires telles que des changements dans les motivations des volontaires ou la cr\u00e9ation de d\u00e9pendances non durables \u00e0 l\u2019\u00e9gard du financement.<\/p><p>Nous devons \u00e9galement mieux comprendre comment le financement influence les mod\u00e8les d\u2019innovation et de collaboration dans l\u2019\u00e9cosyst\u00e8me plus large du guichet unique. L\u2019un des principaux d\u00e9fis consiste \u00e0 \u00e9laborer des cadres normalis\u00e9s d\u2019\u00e9valuation de l\u2019impact tout en conservant suffisamment de flexibilit\u00e9 pour tenir compte des diff\u00e9rents contextes des diff\u00e9rents projets et communaut\u00e9s relevant du guichet unique.&nbsp;<\/p><h3 class=\"wp-block-heading\"><strong>Aidez-nous \u00e0 am\u00e9liorer la bo\u00eete \u00e0 outils<\/strong><\/h3><p>Cette bo\u00eete \u00e0 outils est con\u00e7ue pour \u00eatre pratique et utile aux diff\u00e9rentes parties prenantes de l\u2019\u00e9cosyst\u00e8me de financement du guichet unique.
