Une nouvelle \u00e9tape vers une infrastructure num\u00e9rique souveraine<\/p>"},"content":{"rendered":"<p>La Commission europ\u00e9enne a annonc\u00e9 hier la mise en place du <strong>Consortium pour une infrastructure num\u00e9rique europ\u00e9enne Digital Commons (DC-EDIC)<\/strong> ? une nouvelle initiative destin\u00e9e \u00e0 aider les \u00c9tats membres de l\u2019UE \u00e0 d\u00e9velopper, d\u00e9ployer et exploiter conjointement <strong>infrastructures num\u00e9riques transfronti\u00e8res<\/strong> avec une gouvernance partag\u00e9e et une personnalit\u00e9 juridique sp\u00e9cifique.<p>La mission du DC-EDIC? comprend:<\/p><ul class=\"wp-block-list\">\n<li>Construction d\u2019un <strong>Communaut\u00e9 europ\u00e9enne<\/strong> des acteurs publics, priv\u00e9s et civiques;<\/li>\n\n\n\n<li>Faciliter <strong>acc\u00e8s au financement<\/strong> par l\u2019interm\u00e9diaire d\u2019un guichet unique et d\u2019une plateforme d\u2019expertise;<\/li>\n\n\n\n<li>Mise \u00e0 disposition <strong>assistance juridique et technique<\/strong> pour la maintenance et la mise \u00e0 l\u2019\u00e9chelle;<\/li>\n\n\n\n<li>Offre <strong>conseils strat\u00e9giques et sensibilisation<\/strong> sur la souverainet\u00e9 num\u00e9rique;<\/li>\n\n\n\n<li>Coordination <strong>projets plurinationaux<\/strong> ancr\u00e9e dans les principes des biens communs num\u00e9riques.<\/li>\n<\/ul><p>Qu\u2019est-ce que le DC-EDIC? Avec ses <strong>si\u00e8ge statutaire \u00e0 Paris<\/strong>, le DC-EDIC r\u00e9unira <strong>France, Allemagne, Pays-Bas et Italie<\/strong> en tant que membres fondateurs, tandis que d\u2019autres \u00c9tats membres pourront y adh\u00e9rer dans des conditions \u00e9quitables et transparentes.&nbsp;<\/p><p>Le <strong>DC-EDIC<\/strong> sera une pierre angulaire de cette strat\u00e9gie, mettant en \u0153uvre un <strong>Projet plurinational sur les communes num\u00e9riques<\/strong> ax\u00e9 sur les infrastructures de donn\u00e9es europ\u00e9ennes, les services num\u00e9riques et les administrations publiques connect\u00e9es. Le consortium: <strong>mettre en commun les ressources des \u00c9tats membres<\/strong>, assurer la coordination avec les acteurs publics et priv\u00e9s et promouvoir l\u2019adoption et la durabilit\u00e9 <strong>biens communs num\u00e9riques<\/strong> dans toute l\u2019Europe.<\/p><h2 class=\"wp-block-heading has-large-font-size\">Ce que le DC-EDIC fera<\/h2><p>Le <strong>Assembl\u00e9e des membres<\/strong> d\u00e9finira la strat\u00e9gie de mise en \u0153uvre, avec le soutien d\u2019un <strong>Comit\u00e9 ad hoc sur la strat\u00e9gie de mise en \u0153uvre<\/strong> pendant la phase de d\u00e9marrage. A <strong>Directeur<\/strong> supervisera les op\u00e9rations quotidiennes, tandis que <strong>Conseil consultatif<\/strong> guidera la strat\u00e9gie \u00e0 long terme et garantira l\u2019alignement sur les objectifs num\u00e9riques europ\u00e9ens.<\/p><p>La participation aux infrastructures et activit\u00e9s du centre de donn\u00e9es EDIC sera <strong>ouvert, transparent et non discriminatoire<\/strong>, y compris l\u2019acc\u00e8s \u00e0 des installations d\u2019essai et d\u2019exp\u00e9rimentation partag\u00e9es.<\/p><h2 class=\"wp-block-heading has-large-font-size\"><strong>Pourquoi est-ce important pour NGI Commons?<\/strong><\/h2><p>L\u2019initiative NGI Commons? qui promeut des technologies num\u00e9riques ouvertes, fiables et centr\u00e9es sur l\u2019humain? est \u00e9troitement align\u00e9e sur les objectifs du DC-EDIC. Les deux initiatives partagent une vision d\u2019\u00e9cosyst\u00e8mes num\u00e9riques durables, ouverts et collaboratifs qui donnent aux citoyens, aux chercheurs, aux administrations publiques et aux PME les moyens d\u2019agir.<\/p><p>Le centre DC-EDIC fournit un cadre structurel et juridique pour accro\u00eetre les r\u00e9sultats des projets NGI Commons, en veillant \u00e0 ce que les solutions innovantes \u00e0 code source ouvert puissent passer de l\u2019exp\u00e9rimentation au d\u00e9ploiement \u00e0 long terme dans toute l\u2019Europe. Cette synergie contribuera \u00e0 transformer les biens communs num\u00e9riques europ\u00e9ens en infrastructures durables et largement adopt\u00e9es qui servent l\u2019int\u00e9r\u00eat public.<\/p><h2 class=\"wp-block-heading has-large-font-size\"><strong>Perspectives d\u2019avenir<\/strong><\/h2><p>Parmi les prochaines \u00e9tapes figurent le recrutement du directeur et de l\u2019\u00e9quipe fondatrice, suivi du lancement d\u2019un projet de soutien au programme pour une Europe num\u00e9rique. D\u2019ici \u00e0 2027, le consortium vise \u00e0 mettre en place un guichet unique et une plateforme d\u2019expertise, un forum des communes num\u00e9riques et un prix, et \u00e0 publier le premier rapport sur l\u2019\u00e9tat d\u2019avancement des communes num\u00e9riques.<strong><br><br><\/strong>Le lancement officiel du DC-EDIC est pr\u00e9vu pour d\u00e9cembre 2025, marquant une \u00e9tape importante en Europe sur la voie de la souverainet\u00e9 num\u00e9rique et de l\u2019innovation ouverte.
