Elle vise essentiellement \u00e0 r\u00e9duire la d\u00e9pendance \u00e0 l\u2019\u00e9gard des fournisseurs de technologies non europ\u00e9ens tout en renfor\u00e7ant les capacit\u00e9s de l\u2019UE dans des domaines critiques tels que les semi-conducteurs, l\u2019informatique en nuage, l\u2019intelligence artificielle et les logiciels libres. <strong>Monique Calisti, PDG de Martel Innovate<\/strong> et coordinateur de l\u2019initiative NGI Commons, souligne que le cadre ne concerne pas seulement la r\u00e9glementation, mais aussi la red\u00e9finition des fondements num\u00e9riques de l\u2019Europe.<p>Plut\u00f4t que d\u2019introduire un niveau de r\u00e9glementation enti\u00e8rement nouveau, le train de mesures vise \u00e0 simplifier et \u00e0 mieux aligner les r\u00e8gles existantes. Selon les donn\u00e9es du graphique de l\u2019innovation de GitHub, pr\u00e8s de 25\u00a0millions de d\u00e9veloppeurs de l\u2019UE ont g\u00e9n\u00e9r\u00e9 plus de 155\u00a0millions de contributions \u00e0 des projets publics en une seule ann\u00e9e. Toutefois, comme le souligne la soumission formelle du r\u00e9seau Open Knowledge Foundation \u00e0 l\u2019appel \u00e0 contributions lanc\u00e9 par la Commission au d\u00e9but de l\u2019ann\u00e9e 2026, la valeur commerciale de cette production massive est extraite de mani\u00e8re disproportionn\u00e9e par de grandes entreprises technologiques de pays tiers. Ces entit\u00e9s \u00e9trang\u00e8res regroupent r\u00e9guli\u00e8rement des actifs open source europ\u00e9ens en plateformes d\u2019entreprises propri\u00e9taires tr\u00e8s rentables, tandis que le code sous-jacent reste conserv\u00e9 par des communaut\u00e9s de b\u00e9n\u00e9voles sous-financ\u00e9es. Ensuite, il y a le <strong>Consortium pour une infrastructure num\u00e9rique europ\u00e9enne \u00abDigital Commons\u00bb (DC-EDIC). <\/strong>Ce consortium juridiquement contraignant met en commun des ressources nationales pour financer, d\u00e9velopper et exploiter conjointement des infrastructures transfronti\u00e8res \u00e0 code source ouvert (couvrant l\u2019IA, l\u2019informatique en nuage et la cybers\u00e9curit\u00e9). L\u2019objectif explicite est de veiller \u00e0 ce que les administrations publiques ne soient pas contraintes de passer par d\u00e9faut \u00e0 des logiciels \u00e9trangers propri\u00e9taires.<\/p><h2 class=\"wp-block-heading has-large-font-size\"><strong>La r\u00e9flexion strat\u00e9gique: Maintenance durable par rapport \u00e0 l\u2019extraction de valeur<\/strong><\/h2><p>L\u2019infrastructure logicielle mondiale ne peut pas s\u2019appuyer sur des subventions \u00e0 l\u2019innovation ponctuelles. La strat\u00e9gie doit \u00e9tablir un financement op\u00e9rationnel continu pour les maintenants de projets open source critiques. En outre, \u00e9tant donn\u00e9 que ces projets deviennent fondamentaux pour la souverainet\u00e9 technologique europ\u00e9enne, ils doivent \u00eatre prot\u00e9g\u00e9s contre l\u2019\u00e9puisement professionnel r\u00e9glementaire. Le r\u00e8glement sur la cyberr\u00e9silience a rem\u00e9di\u00e9 \u00e0 cette situation en introduisant le r\u00f4le de \u00abmoteur logiciel libre\u00bb, un cadre juridique adapt\u00e9 qui permet aux fondations de maintenir des infrastructures souveraines avec des obligations de conformit\u00e9 nettement plus l\u00e9g\u00e8res que les fabricants commerciaux. En veillant \u00e0 ce que des r\u00e8gles strictes en mati\u00e8re de documentation technique (telles que l\u2019article\u00a031 du r\u00e8glement ANC) restent proportionn\u00e9es pour ces intendants, l\u2019UE vise \u00e0 s\u00e9curiser les biens communs num\u00e9riques sans cr\u00e9er d\u2019effet d\u2019effraction r\u00e9glementaire sur ses d\u00e9veloppeurs. En fin de compte, la mise en \u0153uvre de cette vision n\u00e9cessite un changement de comportement massif en mati\u00e8re de march\u00e9s publics, afin de convaincre les \u00c9tats membres d\u2019adopter un mandat strict d\u2019 \u00abachat europ\u00e9en\/ouvert par d\u00e9faut\u00bb.<\/p><h2 class=\"wp-block-heading has-large-font-size\"><strong>Feuille de route pour la num\u00e9risation dans le domaine de l\u2019\u00e9nergie<\/strong><\/h2><p>Bien qu\u2019elle soit con\u00e7ue comme une initiative en faveur de la durabilit\u00e9, la feuille de route strat\u00e9gique pour la num\u00e9risation et l\u2019IA dans le secteur de l\u2019\u00e9nergie, dont l\u2019adoption est pr\u00e9vue d\u00e9but 2026 en tant qu\u2019\u00e9volution du plan d\u2019action de l\u2019UE de 2022, fonctionne fondamentalement comme une strat\u00e9gie de s\u00e9curit\u00e9 nationale et de d\u00e9fense des infrastructures critiques. \u00c0 la suite d\u2019une vaste consultation publique qui s\u2019est achev\u00e9e fin 2025, la feuille de route traite l\u2019IA dans le secteur de l\u2019\u00e9nergie comme une infrastructure \u00e0 haut risque, imposant le strict respect de la directive SRI 2 et du r\u00e8glement sur la cyberr\u00e9silience. Il promeut la cr\u00e9ation d\u2019un espace europ\u00e9en commun des donn\u00e9es relatives \u00e0 l\u2019\u00e9nergie, utilisant des \u00abdonn\u00e9es synth\u00e9tiques\u00bb g\u00e9n\u00e9r\u00e9es artificiellement pour entra\u00eener des mod\u00e8les d\u2019IA locaux optimisant le r\u00e9seau sans enfreindre la l\u00e9gislation de l\u2019UE en mati\u00e8re de protection de la vie priv\u00e9e. En outre, la Commission soutient le d\u00e9veloppement d\u2019un jumeau num\u00e9rique tr\u00e8s pr\u00e9cis et d\u2019un mod\u00e8le de r\u00e9seaux \u00e9nerg\u00e9tiques de la Fondation europ\u00e9enne de l\u2019IA, permettant aux op\u00e9rateurs d\u2019effectuer des millions de simulations h\u00e9berg\u00e9es localement pour tester la r\u00e9silience du r\u00e9seau face aux cyberattaques sans n\u00e9cessiter de milliards de mises \u00e0 niveau mat\u00e9rielles.<\/p><h2 class=\"wp-block-heading has-large-font-size\"><strong>Le paquet \u00absouverainet\u00e9 technologique\u00bb de 2026 et ses dilemmes<\/strong><\/h2><h3 class=\"wp-block-heading has-theme-palette-5-color has-text-color has-link-color has-medium-font-size wp-elements-ff51ed8bf704fbc8502e8b218f94ebe1\"><strong>La r\u00e9flexion strat\u00e9gique: La collision entre l\u2019informatique et le climat<\/strong><\/h3><p>Il existe une profonde friction entre les ambitions technologiques de l\u2019UE et ses limites \u00e9nerg\u00e9tiques physiques. Le train de mesures global vise \u00e0 produire \u00e0 terre une puissance de calcul massive dans le domaine de l\u2019IA, mais les centres de donn\u00e9es d\u2019IA devraient d\u00e9vaster des quantit\u00e9s impressionnantes d\u2019\u00e9lectricit\u00e9. Pour g\u00e9rer cette tension, la feuille de route s\u2019aligne sur le prochain train de mesures sur l\u2019efficacit\u00e9 \u00e9nerg\u00e9tique du centre de donn\u00e9es, en introduisant un mandat \u00abGrid-Positive\u00bb strict. Pour qu\u2019un fournisseur de technologies acc\u00e9l\u00e8re la mise en place d\u2019un nouveau centre de donn\u00e9es en Europe, il doit prouver que l\u2019installation offre une flexibilit\u00e9 du c\u00f4t\u00e9 de la demande et capte la chaleur fatale pour le chauffage urbain local. Le risque strat\u00e9gique est de savoir si ces mandats environnementaux stricts d\u00e9courageront en fin de compte les investissements souverains dans les infrastructures que la Commission europ\u00e9enne tente d\u2019attirer.<\/p><h3 class=\"wp-block-heading has-theme-palette-5-color has-text-color has-link-color has-medium-font-size wp-elements-84a5b754e304584c2c12fda1db408bd6\"><strong>M\u00e9canismes de financement: Le Dilemma des march\u00e9s des capitaux<\/strong><\/h3><p>Pour financer ces initiatives, la Commission europ\u00e9enne tente de rationaliser le capital au moyen d\u2019un Fonds europ\u00e9en pour la comp\u00e9titivit\u00e9 centralis\u00e9. Comme indiqu\u00e9 dans la proposition l\u00e9gislative formelle, ce cadre vise \u00e0 mobiliser des centaines de milliards d\u2019euros pour r\u00e9duire les risques li\u00e9s aux investissements priv\u00e9s dans la deep tech et emp\u00eacher les start-up europ\u00e9ennes de se d\u00e9localiser aux \u00c9tats-Unis. En limitant juridiquement les investissements directs \u00e9trangers ou en emp\u00eachant les g\u00e9ants mondiaux de la technologie d\u2019acc\u00e9der aux subventions europ\u00e9ennes, l\u2019UE est confront\u00e9e au d\u00e9fi de financer son propre march\u00e9. Sans une union des march\u00e9s des capitaux pleinement r\u00e9alis\u00e9e et tr\u00e8s liquide pour remplacer ces capitaux \u00e9trangers, une vuln\u00e9rabilit\u00e9 fortement soulign\u00e9e dans le rapport Draghi de 2024, le train de mesures sur la souverainet\u00e9 technologique risque de fixer des r\u00e8gles ambitieuses sans les m\u00e9canismes financiers sous-jacents n\u00e9cessaires pour les mettre en \u0153uvre \u00e0 l\u2019\u00e9chelle mondiale.<\/p><h3 class=\"wp-block-heading has-theme-palette-5-color has-text-color has-link-color has-medium-font-size wp-elements-90dd96b0df8b485e98ae86dfcd0d7b54\"><strong>Recommandations strat\u00e9giques? R\u00e9silience architecturale du b\u00e2timent<\/strong><\/h3><p>Une v\u00e9ritable autonomie ne consiste pas \u00e0 attendre l\u2019entr\u00e9e en vigueur de la r\u00e9glementation.
