Il recense trois arch\u00e9types de politiques: promouvoir les communes num\u00e9riques en tant que ressources ouvertes mondiales, les int\u00e9grer dans des strat\u00e9gies industrielles visant \u00e0 renforcer l\u2019ind\u00e9pendance technologique et la comp\u00e9titivit\u00e9, et les exploiter en tant que mod\u00e8les de gouvernance alternatifs pour favoriser la transparence et la gestion d\u00e9mocratique des infrastructures num\u00e9riques. Le rapport examine \u00e9galement le passage de l\u2019ouverture \u00e0 la gouvernance collective \u00e0 la lumi\u00e8re des pr\u00e9occupations relatives \u00e0 la souverainet\u00e9 num\u00e9rique et \u00e0 la complexit\u00e9 croissante des cha\u00eenes de valeur num\u00e9riques.
