Digital Commons EDIC Officially Established

As announced at the Digital Commons Policy Summit 2025 last November, the Digital Commons EDIC has been official since 11 December and aims to advance Europe’s technological sovereignty. The Digital Commons European Digital Infrastructure Consortium (DC EDIC) was officially established in The Hague, an initiative welcomed by the European Commission for its strong potential to strengthen Europe’s digital sovereignty. Thibaut Kleiner, Director of Future Networks at DG CONNECT, represented the European Commission at the launch event.

DC EDIC marks an important milestone in Europe’s drive to strengthen digital sovereignty by aligning national efforts around the development of open, interoperable and reusable digital solutions—known as Digital Commons—that can be shared seamlessly across borders.

The consortium currently brings together France, Germany, the Netherlands and Italy, with Luxembourg and Slovenia as candidate members and Poland and Belgium participating as observers. For the first time, it creates a common European structure dedicated specifically to digital commons, uniting public administrations, open-source communities and companies to pool resources, support strategic open components and accelerate the shift from isolated pilot projects to scalable, shared digital infrastructures.

Its launch follows the Summit for European Digital Sovereignty held in Berlin on 18 November, where EU Member States signed the Declaration for European Digital Sovereignty and committed to reducing Europe’s reliance on a small number of global platforms while investing in trusted European infrastructures. DC EDIC is a concrete instrument to deliver on these commitments, translating the political vision of digital commons into operational, cross-border projects.

The Commission invites additional Member States to join DC EDIC and contribute to shaping a shared European digital future founded on openness, trust and technological sovereignty.

The NGI Commons initiative supports the creation of this new entity, which comes at a timely moment to strengthen Europe’s digital commons ecosystem and advance technological sovereignty across the continent.
